From cow paddock to new subdivision

A new planning proposal to rezone land near Westfield at Tuggerah would yield up to 2,177 homes, including 661 high density and 959 medium density dwellings. 

 

The site, about 42 hectares, is on the corner of Wyong Road and Tonkiss Street, Tuggerah and is known as the Tuggerah Gateway site.

 

It used to be an abattoir and now has cattle grazing there, according to the Council report.

 

The proposal will enable increased opportunities for well-located affordable and lower cost housing that will satisfy some of the low-income housing needs of the community, says the report to the Local Planning Panel which meets this week, on June 23. 

 

The Council will add the panel’s comments to a report to the State Government looking for permission to start the rezoning process.

 

The new subdivision would be close to a range of employment, retail, dining, entertainment, and health services, and a bus service that connects Westfield Tuggerah with the local train station and the wider region.



A site-specific Development Control Plan (DCP) will be prepared to ensure appropriate built form guidelines are applied. 

 

The proposal incorporates a number of parks and accessible open space areas that enable active and passive recreation opportunities.

 

Council says these will provide a high-quality amenity for the future residential population. 

 

A letter of offer has been submitted with the proposal which outlines about $11.6 million of improvements including: 

 

– $1 million in management of conservation land; 

 

– $6.5 million in provision of open space facilities; 

 

– $1.5 million for delivery of a new youth centre; and 

 

– $2.5 million in new pedestrian and vehicular connections including a range of new and upgraded shared pedestrian paths and cycleways both throughout the development and connecting to Tuggerah train station and bus interchange.

 

The proposal would see the portion of the site currently zoned RU6 Transition change to R1 General Residential.

 

The rest of the site would remain zoned B4 Mixed Use and C2 Environmental Conservation. 

 

The site has been identified in numerous strategic plans as a key gateway to the northern Central Coast, strategically located adjacent to transport corridors and in close proximity to existing infrastructure and services. 

 

“The development of the site will assist Tuggerah to evolve as a more integrated centre, contributing to its desired future character as a sustainable and vibrant centre, and bringing increased activity, vibrancy and viability to the centre,” the council report states.

 

Westfield (now Scentre Group) bought the land in 1990 with the acquisition facilitating the development of the adjoining Westfield Tuggerah which opened in 1995.

    Health services? You’re joking right? The existing community are already struggling with access to quality and more importantly timely healthcare and they want to cram another 2177 homes / families in the area. What a disaster.

    I , for one, think we don’t need any more housing in & around Tuggerah. The area is for open spaces. Traffic now is a big problem . I’m sure if we had a council they would do the right thing & knock it on the head straight away.

      Hi Jennifer,

      This is the start of a long process. THe rezoning changes have to go the State Government for gateway approval that gets the process underway and then when/if the rezoning is approved which could take many months, the next process is development applications for the particular developments. So, possibly years. But I’m no expert. You could ask Council….but getting an answer takes a long time too!!!

    Pls dont make the roads too narrow. Buses and other large vehicles cannot safely negotiate the roads in Tuggerah subdivision now. Houses are built with single garages when most families have 2 or more cars which have to be parked on the street.
